Visual mingw in Description
Sally - A Simple C++ IDE
What makes it different from other similiar programs is a .Net style Visual GUI Designer for native C++ application that can be used with both Mingw and Visual C++ compilers (it's based on the emerging static library SmartWin++). No extern dlls (or the .Net framework) are required to run the executables and native windows applications can be created with virtually no C++ code.

Microsoft Visual C++ Redistributable
The Visual C++ Redistributable installs Microsoft C and C++ (MSVC) runtime libraries. These libraries are required by many applications built by using Microsoft C and C++ tools. If your app uses those libraries, a Microsoft Visual C++ Redistributable package must be installed on the target system before you install your app.

Microsoft Visual Basic
Visual Studio is extensible by nature, ultimately consisting of a core "shell" that implements all commands, windows, editors, project types, languages, and other features through dynamically loadable modules called "packages".[19][20] Microsoft encourages and fosters third party partners to create modules for Visual Studio via the free VSIP program. However, according to Dan Fernandez, Microsoft "made a business decision to not allow 3rd party extensibility in Express".
